David Batchelor

Hub Situation Table, Public Safety Community Engagement
Dave Batchelor oversees the Community Services Division for a Massachusetts Police Department. Batchelor has also served as commander of the Patrol and Professional Standards divisions. He began his career in law enforcement in 1986. During his tenure, Batchelor has served as a Patrol Sergeant, Lieutenant Shift Commander, and Gang Unit Commander.

Experience
In 2015, Batchelor successfully implemented the Hub Situation Table in his community, a model for excellence in community safety and well-being. In 2017, he created the Downtown Task Force (DTF) to address environmental issues affecting residents and businesses. The Hub is a harm reduction initiative that mobilizes designated staff from community and government agencies to address situations of elevated risk and develops immediate, coordinated, and integrated responses to intervene and to connect to needed services. This collaborative approach is a paradigm shift from enforcement to services and support. The DTF utilizes data to identify hot spots and develops a problem-solving approach to address chronic crime and disorder in his city’s business district. Both efforts have played significant roles in reducing overall crime and increasing the perception of safety in Chelsea.

    • The Roca Impact Institute works with communities and institutions that have a clear commitment to addressing violence by working with young people who are at the center of local incidents and trends.
    • ROCA was established in his city in 1986 and has expanded its services to Boston, Springfield, and Baltimore Maryland.
