John Rogers

John W. Rogers Jr. is a retired Police Captain with more than 34 years of law enforcement experience in Massachusetts.

Experience
John served with the Plymouth Police Department for 34 years before retiring in December of 2018. During his tenure, he served as a Patrol Officer, Detective, and Narcotics Investigator. Promoted to Sergeant he supervised the departments Training Division and functioned as a Patrol Supervisor and Shift Commander. In 2005 he was promoted to Lieutenant where he was the Detective Unit Commander overseeing General Investigations and the Narcotics Unit. In 2008 he was promoted to Captain and second in command of the department under Chief Michael Botieri. As Captain, he oversaw Patrol, Detectives, Communications, Special Event Planning, and all day-to-day operations of the department. In addition, he was the department's Internal Affairs Investigator and Public Information Officer.

In 2015, John worked alongside Chief Botieri in the creation of Plymouth County Outreach (PCO) which originated in Plymouth and expanded to a collaboration of the 27 communities within Plymouth County. This program worked to address the needs of those who suffered from substance use disorder and worked to direct those who suffered from such disorders into long-term recovery programs.

Following his retirement in 2018, John working under a Bureau of Justice Administration COAP Grant accepted the position of Program Coordinator for Plymouth County Outreach. In 2019, John accepted a new position as Program Coordinator for Plymouth County Outreach HUB. The HUB program, originally developed in Canada brought together multiple independent resources to address the needs of those who live with Behavioral Health Disorder and the social determinants that are generally associated with such disorders to include substance use disorder. This program was designed to be implemented into single communities but was launched on an unprecedented scale to include all 27 communities within the Plymouth County Outreach collaboration. As part of both of these positions John developed and maintained relationships with county law enforcement, medical partners, and other resources while overseeing recovery coaches and a critical incident database system.

Presently, John is the Manager for Public Safety and Switchboard for Beth Israel Deaconess Hospital in Plymouth, MA.

  • Graduate of the 232nd session of the Federal Bureau of Investigations National Academy.
Professional Education
John is a graduate of the University of Massachusetts Boston with a Bachelor of Science Degree in Criminal Justice, as well as having received a Master of Science Degree in Criminal Justice Administration from Western New England University.
