Dr. Carol Gregory

Expert Consultation, Policy Writing, Analysis, Program Development and Evaluation
Dr. Carol Gregory is a Law Enforcement Subject Matter Expert and Primary Investigator at HSSI where she provides expert consultation, policy writing and analysis, program development and evaluation, executive-level reports, proposals and presentations, designs and teaches curriculum, and applies research methodology and statistical analysis to solve problems and build new capabilities. She is a seasoned researcher, published author, and award-winning instructor with extensive experience creating, evaluating, and improving programs and policy for the military, federal, state, and local agencies, secondary and higher educational institutions, and the private sector. Her areas of expertise include policing, interpersonal and mass-casualty violence, insider threat, victimology, crime, deviance, and gender. Dr. Gregory leverages her 25 years of experience, in-depth knowledge, and extensive skill set to deliver high-quality, authoritative, and defensible products for clients.

Dr. Gregory provided direct support, consultation, research design and implementation, policy analysis and revision, and process improvement to the total force USMC WPVP under Marine Corps Civilian Law Enforcement Program (MCCLEP). She conducted the comprehensive year-one assessment, using the results to realign the program with organizational structure and culture to increase the utilization and effectiveness of the program. Dr. Gregory integrated her findings into the revision, staffing, and adjudication of the Marine Corps Order on workplace violence prevention and reviewed DoD policy initiatives on WPVP for USMC compliance. She reviewed all Marine Corps WPVP training for revision and refresh and created and presented new training for Commanders and Security Managers. In order to integrate workplace violence prevention, response, and mitigation into insider threat practices and policy, she served as a member of the Head Quarters Marine Corps (HQMC) Insider Threat Working Group and the Behavioral Insider Threat Community of Practice (BITCOP) under the DoD Insider Threat Management and Analysis Center (DITMAC) sponsored by the Office of the Undersecretary of Defense for Intelligence. Extending the development of best practices in WPVP for the wider community, Dr. Gregory collaborated with others including the Department of Navy and the Presidential Fellow Report on Workplace Violence Prevention.

Using statistical analysis and policy, Dr. Gregory created, tested, and piloted an instrument to quantify and objectively evaluate derogatory findings in civilian police officer applicants for the Marine Corps Police Applicant Suitability Review (PASR). This “pass/fail” process standardizes the interpretation of the personal and criminal background investigations and assists the hiring authority in making consistent decisions in extending/rescinding job offers to candidates with derogatory findings in their backgrounds. Applying principles of change management and research methodology, she developed the instrumentation, standards, and criteria for the Marine Corps Law Enforcement Accreditation Program (MCLEAP). MCLEAP’s purpose was to supply the knowledge, resources and accountability to bring best practices in policing to Marine Corps Police Departments (MCPDs) and Provost Marshal’s Offices (PMOs). She conducted comparisons of pre-post accreditation practices in all functional areas within PMOs/MCPDs, between installations, and over time, indicating the efficacy of the program. Dr. Gregory revised the U.S. Marine Corps Security Augmentation Force Order and drafted the first Missions, Functions and Capabilities Order for the USMC Criminal Investigations Division. As an instructor at the United States Marine Corps Military Police Officer Basic Course, Ft. Leonard Wood, Missouri, Dr. Gregory provided company-grade Marine Officers with the knowledge and skills necessary to perform the duties and responsibilities of a Military Police Officer: MOS – 5803. She also taught at the USMC Police Executive Conference.

Dr. Gregory’s pioneering work on “Bullying, Threatening and Intimidation in Public Schools” put her on the national map with one of the first projects on school violence completed in amidst the Columbine Massacre. Funded by the Office of Community Oriented Policing and employing the SARA (Scan, Analyze, Respond, Assess) Model, this projected was celebrated as a Herman Goldstein Problem Oriented Policing Award Finalist. Known for her work on violence prevention, she was an invitee to the Department of Homeland Security National Summit II on Mass Casualty Violence at FLETC. Dr. Gregory is certified as a CITI DON-Supported Extramural Performer, IRB Member, and Social and Behavioral Science Researcher for Human Research, a trained Sexual Assault Hearing Board Member, a former police academy director, and holds an appointment at a university as criminal justice professor.
