Scott C. Allen

Chief Operating Officer
Scott is a retired Chief of Police from East Bridgewater, Massachusetts, with over 25 years of law enforcement experience. He is a certified police academy instructor, community activist, and regional law enforcement leader advocating for those struggling with substance use disorders and behavioral health issues.

After retiring from East Bridgewater in March 2020, Scott pursued his passion for assisting others in addressing substance use and mental health disorders through collaborative co-responder initiatives engaging public safety, public health, and the community. Before taking over as Chief of Police in 2016, Scott had extensive law enforcement investigative experience for 20-plus years. In 1997, he was a co-founder of a regional major crimes and drug task force. He also served as the volunteer director for the East Bridgewater Community Drug Council for many years. Under Scott’s leadership, East Bridgewater Police and the School District created the Kid in Need initiative (KIN), based on the Handle With Care, model to address the needs of children witnessing trauma. Scott was a founding board member of EB HOPE, a local substance use coalition led by a local resident, Susan Silva, which changed the way Scott and his fellow officers addressed substance use within their community.

Scott is a member of the International Association of Chiefs of Police (IACP) and the MA Chiefs of Police Association. While serving as Chief, he worked alongside Retired Plymouth Police Chief Michael Botieri (and O2SL & QRT National partner), co-founding with all 27 Plymouth County Police Chiefs, the District Attorney, and Sheriff, Plymouth County Outreach (PCO). PCO is an innovative collaboration working to help those suffering from Substance Use Disorders, Mental Health Disorders, and social health issues throughout the county of over 500,000 residents. In 2018, the Chiefs, District Attorney, and Sheriff were recognized by IACP with the Cisco Leadership in Community Policing Award for Agencies Serving Populations over 250,000, for their leadership and advocacy with PCO. Scott played a leadership role in creating this collaboration of law enforcement, public health, healthcare, hospitals, treatment organizations, the recovery community, faith-based groups, and local coalitions working together against the ever-changing Polysubstance Use crisis and related social health issues. Police Chiefs, Scott, and Michael began their advocacy in creating this county-wide Deflection program in southeastern Massachusetts in 2016.

Around this same time, unbeknownst to them, their future O2SL & QRT National partner, Daniel Meloy, while serving as a Public Safety Director, was leading the formation of the Quick Response Team (QRT) in Colerain Township, Ohio. PCO and Colerain Township’s QRT would become two of eight First Responder-led Deflection national mentor sites recognized by the U.S. Bureau of Justice Administration. Both models have been replicated across the U.S., and Scott, Michael, and Dan’s leadership in these efforts has served as the foundation for the core services of O2SL & QRT National. O2SL & QRT National has advocated, trained, and supported in 18 U.S. states, at the state, regional/county, and local levels, working directly with leaders in public safety, public health, and community collaborations focusing on Deflection and related community health issues.

Scott began his criminal justice career as a correction officer before working his way up through the police ranks as a Patrol Officer, Detective, Sergeant Detective, Patrol Sergeant, Evidence Officer, Domestic Violence Specialist, Drug Task Force Investigator, and Task Force Commanding Officer. Scott is a nationally recognized Deflection subject matter expert. He has presented his leadership and experience in Deflection at the White House, Office of National Drug Control Policy (ONDCP), Bureau of Justice Administration (BJA), Substance Abuse and Mental Health Services Administration (SAMHSA), U.S.-Canada Opioid Summit, in front of the U.S. Senate Committee members, International Association of Chiefs of Police (IACP) Technology Conference, with PTACC, and at the Police Assisted Addiction & Recovery Initiative (PAARI) annual summits. While an active Chief, Scott served on PAARI’s National Law Enforcement Advisory Council. Today, O2SL & QRT National partner with PAARI to continue their shared mission to save lives.

Presently, Scott is also an Adjunct Instructor at Curry College in Milton, Massachusetts, teaching a variety of criminal justice undergraduate courses in Sociology and the Criminal Justice Department. Scott graduated from Plymouth State University, New Hampshire, in 1993 with a Bachelor of Science degree in Physical Education, and Teacher Certification, as well as receiving a Master of Science degree in Criminal Justice Administration from Western New England University, Massachusetts, in 1998.
